Competent Roofer Scheme

It has been a legal requirement for


some time to notify Local Authority

Building Control (LABC) of major

refurbishment work on buildings. This

can be a costly and time-consuming

process and failure to notify can result

in prosecution and a hefty fine. NFRC

has been campaigning for some time

to be allowed to manage a Competent

Person Scheme (CPS) for roofing. In a

ground breaking announcement, the

government has recently declared

that NFRC will be allowed to run a

scheme called CompetentRoofer

which will allow roofers to self-certify

on Building Regulations. Therefore,

if you are a contractor that regularly

deals with roofing refurbishment

work, and in turn the LABC, it’s in

your best interest that you join the

CompetentRoofer scheme, saving

you both time and money.

NFRC members who join will benefit

from a special discounted rate. This

takes into account the checks and

inspections that have already been

undertaken on members and it is

our intention to run the scheme in

parallel to NFRC membership allowing

members to gain dual membership with

a dual logo.

HOW THE SCHEME OPERATES:

NFRC members will undergo a simple

‘desk top revue’ conducted by post

and will then be able to immediately

start self-certifying in their approved

disciplines. Non-members will be able

to join, however they will need to

undergo (and pass) a full site inspection

prior to being allowed to self-certify.

As part of the scheme, members will

notify NFRC when any refurbishment

work is being undertaken either online

or by fax and there will be a simple

system of registration, undertaken by

NFRC that will send the customer

and the relevant local authority the

necessary Building Control Certificate.

All companies will receive a minimum of

2 spot site inspections during the year to

validate the authorisation. All domestic

and commercial work will come with

automatic insolvency insurance in the

price of the certificate. This presents a

huge business advantage to companies

in providing an all-in-one service

to customers, especially when it is

considered that LABC currently charge

up to £400 per job for certification and

the appropriate certificate.

As part of the CompetentRoofer

membership, members will receive

comprehensive advice on the regulations

that will be endorsed by LABC which

will be the definitive document on

interpretation of the regulations (no

more different interpretations from

different authorities). This will help

to ensure members are aware of, and

can work to, the appropriate Building

Regulations applicable to areas of

work. In addition, members will be

provided with regular good practice

guidance notes. Companies will also

be required to attend annual technical

seminars covering updates on Building

Regulations.

Important Information regarding replacement roofing

BUILDING REGULATIONS CHANGES THAT WILL AFFECT YOU IF YOU ARE PLANNING TO HAVE A FLAT ROOF REFURBISHED / REPAIRED.


Are you currently getting quotes for the refurbishment / repair of a flat roof?

You may not really be getting comparable quotes, and you may be facing difficulties further down the road if the quote you have doesn't take the following information into account.

The revision (from 2002) of Approved Document L of the Building Regulations (Conservation of Fuel and Power) actually came into force in April 2006. The idea behind the revision was to help implement the Energy Performance of Buildings Directive / EPBD of trying to reduce the energy used in building (relative to the pre-revised directive) by between 20% and 28%.

How does this effect my flat roof repair and refurbishment?

The revision of the building regulations means that when a flat roof is being refurbished, there may need to be some work carried out on the insulation of that roof. The U-Value of roof insulation is a figure that represents how well it conducts heat, and the revised regulations have a target U-Value of 0.25 for existing buildings, and 0.20 for new builds. This means that if your flat roof insulation doesn't match up to or exceed this U-Value figure, when your flat roof is repaired, work will need to be carried out in the insulation to make sure that it does comply. If there was no insulation, it will have to be added, and again should comply with the U-Value figure. There is obviously likely to be an extra cost implication here. If your roofing contractor however doesn't take into account the likely cost of insulation work in the figure for your flat roof refurbishment quote, you are not only receiving an essentially inaccurately low quote, but there could be other implications:

The roofing contractor may not be aware of the revised Building Regulation, or worse.. The roofing contractor may not or carry out the extra insulation work.

What happens if the necessary insulation work isn't carried out?

When you come to sell your property, you will need to have a Home Information Pack in which should be included all the main refurbishment and repair documentation. A discovery e.g. by the buyers or their representatives at this stage that the necessary insulation work hasn't been carried out could result in delays in the sale, or you being offered a lower price than you had wanted for property.

The only way this can be achieved is to remove the old felt, remove the decking and then remove the old insulation quilt. This CANNOT be left in place if fitted otherwise you will have condensation issues within a few years. This can be confirmed by contacting kingspan. Of course if you have none in place then it is not an issue, but please dont be fooled by someone telling you it is ok to ignore, this is just to ensure they are the cheaper quote and get the works, not in your interest.Also please bear in mind that some works may be required to the Fascias etc. Some companys insist that this is not required and that only 50mm insulation is fitted, just as well throw a towel over the roof THIS IS INCORRECT and does not comply to any regulation or give you any u value worth anything, they are obtaining work cheaply and are not being honest with you, next question if thats the case how good a job have you had.

And anything less than 100mm does NOT comply.
